The Federal Highway Admistration’s Non-Motorized Transportation Pilot Program identified 4 communities in which to implement a locally devised strategy to significantly increase the use of nonmotorized transportation, along with the accompanying safety, environmental, and health benefits. This report provides an overview of the four pilot communities, the program investments, evaluation results, and lessons learned. One of the key findings: “Comprehensive bicycle/pedestrian plans and street design policies provide advantages.” The Heart Network works with advocates in Franklin and Essex Counties to develop and implement bike and pedestrian plans and policies.
